Dubai World Central - the free zone around Al Maktoum International, now branded Dubai South - sits in the same emirate as Jebel Ali and serves a deliberately different market: aviation, logistics, e-commerce fulfilment, and the businesses that want to be near the new airport rather than the old port.
For PRO purposes the practical differences are administrative rather than legal. Same federal immigration law, same medical and biometric requirements, different portal, different establishment card, different service desks, and a different set of habits among the people who process your file. A team that runs JAFZA files smoothly will still need one cycle to learn DWC's.
As in every UAE free zone, the company needs an active immigration establishment card before it can sponsor anybody. It is issued post-incorporation against the trade licence, renewed annually, and it expires on its own schedule.
The failure mode is predictable and worth stating plainly: an expired establishment card freezes every visa action in the company. Not just new hires - renewals and cancellations too. If you manage a DWC entity for a client, the establishment card renewal belongs on your calendar with the same weight as the trade licence, because a lapse converts a routine renewal into an emergency.
DWC licences are issued by activity - logistics, aviation services, trading, e-commerce, and so on - and the job titles you can sponsor must be consistent with that activity. A logistics licence sponsoring a job title that reads as unrelated professional services invites a rejection that arrives late in the process, after fees are spent. Confirm the title against the licence before the entry permit is filed, not after.
Plenty of groups hold entities in both - a logistics arm in Jebel Ali near the port and a fulfilment or aviation-services arm in Dubai South. The trap is assuming one set of habits transfers. Two establishment cards, two portals, two renewal calendars, two sets of document conventions, and a single PRO team holding all of it in their head.
